map was formed using the ArcGIS Web AppBuilder which has a Mosquito Spray Area

function [7]. The author and colleagues in [2] used ArcGIS to entirely redistrict the State

of Texas for voting purposes (in this case for the US House of Representatives). We took a

districting plan which had been found to be gerrymandered, that is to favour one political
